He has further designed that suffering. which is a consequence of the fall, shall produce the character and disposition, the compassionate spirit, which will be required for rulership in a government where the law of love is supreme.

All born-again people are training for rulership. Since the supreme law of that future social order, all the kingdom of God is agape love, their apprenticeship and training are for learning the dimensions of this love. But the deep dimensions of this love are only learned in the school of suffering.
